Meaning

A formal expression used mainly in news and reports to state a forecast or expectation based on visible evidence or current trends — 'it appears that ~ will happen' or '~ is expected to.' It presents the prediction as an outside observation rather than the speaker's personal opinion.
Form
Attach the prospective modifier -을 (after a consonant-final stem) or -ㄹ (after a vowel-final stem) to the verb, then add 것으로 보이다: 계속되다 → 계속될 것으로 보이다, 오르다 → 오를 것으로 보이다. Mostly used with verbs in formal, written contexts such as news articles.

Common mistakes & nuance
This is a hedged, formal prediction typical of news writing — in casual speech, Koreans are far more likely to say -을 것 같다. It also differs from the plain future -을 것이다, which states an expectation more directly without the 'as it appears' nuance. Note the ending is the prospective modifier -(으)ㄹ, never the object particle 를: 계속될 것으로, not 계속를 것으로.
