Meaning

기대 is expectation with wanting in it — looking forward to something, not merely calculating that it will happen. 기대되다 is the passive, so the future event is packaged with -(으)ㄹ 것, marked with 으로, and presented as something looked forward to without saying by whom: 내년에 이용자가 늘어날 것으로 기대됩니다. This is the standard closing line of Korean research announcements and policy releases, and reading it well means separating two halves of the release. What was actually built or decided is stated in the sentences before; the sentence that ends in 기대됩니다 is a hope about what it may lead to, with nobody named as holding that hope.

Form

Verb stem + -(으)ㄹ 것으로 기대되다: -ㄹ 것으로 after a vowel-final stem (늘어나다 → 늘어날 것으로), -을 것으로 after a consonant-final stem (받다 → 받을 것으로), stem-final ㄹ dropped (늘다 → 늘 것으로). The finished form is 기대됩니다, 기대된다, or 기대됐습니다. To name who is doing the hoping, switch to the active 기대하다, which takes that person or body as its subject and is usually in the progressive: 연구팀은 이 기술이 널리 쓰일 것으로 기대하고 있습니다.

Common mistakes & nuance

기대되다 goes with outcomes somebody wants: more users, shorter waiting times, a new treatment. A neutral or unwelcome outcome takes 예상되다 instead — 물가가 오를 것으로 예상된다 is ordinary news, while 기대된다 in the same sentence would say the writer wants prices to rise. Because the verb is passive, the wanting has no owner in the sentence, which is exactly why press releases end this way; if you want to attach the hope to someone, you have to use the active 기대하다, since a subject like 연구팀은 cannot sit in front of 기대된다. Within this family, 기대되다, 나타나다 and 확인되다 are the agentless side and 전망하다 and 추산하다 the side that names a source.
